Our specific request for the LNDC and Coulee Cap are for the parcels located at 421 & 428 Mississippi streets to be allowed to make the required water connections from the 5th Ave side of the block. The utility easements for the connections will be in place due to the sewer connections already coming from 5th Ave. The sewer connections are coming from 5th Ave due to the excessive depth of the sewer in Mississippi street, making Mississippi street cost prohibitive for sewer connections. We would like to use the same trenches and street penetrations for the water as the sewer. A little background on the site and our ask: All of these projects are being made possible by the joint effort of 3 non-profit organizations; Habitat for Humanity, Coulee Cap & the LNDC. Because of the location and the cost of the acquisition and clearing of the land, all of these projects are cash negative. We are working hard to contain costs and respectfully ask for this water connection from 5th ave to help save cost and make use of the already allowed sewer connection easement and trenching. Opening up Mississippi street for water connections causes more excavation, labor and street patching that would seem unnecessary in this case. Making additional penetrations in Missisissippi street also shortens the life of that street section as patches don’t seem to last as well as an uncut street surface.
