Call to Order, Roll Call  
Mr. Sayner called the meeting to order at 12:01pm

Approval of Minutes from December 9, 2020.

Ms. Carpenter moved for approval of the Regular Meeting Minutes held  
December 9, 2020. Ms. Bechtel seconded. Motion carried  
Approval of bills.  
Ms. Carpenter presented bills as follows and moved for their approval: Public  
Housing, $56,629.24; Voucher Program, $71.64; Capital Fund Program,  
$21,367.58; Forest Park $3,902.42; Ping Manor $2,204.36; Central Office Cost  
Center $4,284.36; Checks to be approved $216,121.04; Total $304,580.64 Ms.  
Cable seconded. Motion Carried  
Executive Director's Report.

The Executive Director's Report was marked as reviewed.  
Mr. Schauf updated the board on the Families First Coronavirus Response Act  
(FFCRA) that expired on December 31, 202. This act required employers to provide  
their employees with paid sick leave or expanded family and medical leave for specific  
reasons related to COVID-19. The Consolidated Appropriations Act that was signed  
into law on December 27, 2020 did choose to let the mandates expire, but gave  
FFCRA covered employers the option to extend the benefit through March 31, 2021, to  
the extent that the employee has not yet exhausted those benefits. My  
recommendation would be to continue the FFCRA benefits for those that have not yet  
exhausted until March 31, 2021 to help our office maintain COVID-19 as the pandemic  
continues to rage on. Ms. Carpenter moved to approve the extension of the FFCRA to  
March 31, 2021; Ms. Bechtel seconded. Motion Carried

New Business  
Resolution #2248 to write off unusable appliances, furniture, equipment and/or  
tools.  
Ms. Carpenter moved to approve Resolution No. 2248 to scrap, trade or sell  
appliances and equipment; Ms. Cable seconded. Motion Carried.  
Resolution #2249 to adopt Resident Relief from Excess Utility Charges Policy.  
Ms. Bechtel moved to approve Resolution No. 2249 approving individual  
Resident Relief from Excess utility charges policy; Ms. Cable seconded. Motion  
Carried.  
Approval to revise Resolution #1091 Housing Choice Voucher Administrative  
Plan, Chapter 4 "Managing the Waiting List" & Chapter 5 "Selecting Families  
from the waiting List" incorporating new Mainstream Voucher Program &  
preferences.  
Ms. Carpenter moved to approve updated Housing Choice Voucher  
Administrative Plan, Original Resolution No. 1091; Ms. Bechtel Seconded.  
Motion carried.  
Approval revising updated Resolution #1091 Public Housing Admissions and  
Continued Occupancy Plan, Chapter 7 "Taking Applications," Chapter  
"Managing the Waiting List," and Chapter 10 "Tenant Selection & Assignment  
Plan" to incorporate new preferences.  
Ms. Carpenter moved to approve updated Public Housing Admissions and  
Continued Occupancy Plan, Original Resolution No. 1091; Ms. Cable seconded.  
Motion carried.  
Approval to Open Section 8 Voucher Waiting List.  
Ms. Cable moved to approved updated Forest Park and Ping Manor Tenant  
Selection Plans; Ms. Bechtel seconded. Motion carried.  
Mr. Schauf presented the opening of Section 8 Housing Choice Voucher and  
Mainstream Program waiting list. Applicants may apply online 24 hours a day 7  
days a week starting Monday, January 25, 2021 @ 8:00am and will close on  
Sunday February 21, 2021 at 12:00am. Ms. Carpenter moved to approve  
opening and closing of the Section 8 waiting list effective the aforementioned  
dates and times, Ms. Bechtel seconded. Motion carried.  
Close Public Housing, Forest Park & Ping Manor waiting lists.  
Mr. Schauf presented the closing and reopening of the Public Housing and  
Forest Park and Ping Manor Program waiting lists. Effective January 24, 2021 at  
12:00 midnight, the Public Housing and Forest Park and Ping Manor waiting  
lists will be closed as we transition to incorporate our updated application.  
Effective February 8, 2021 at 8:00am the Public Housing and Forest Park and  
Ping Manor Program waiting lists will reopen and remain open until further  
notice. Ms. Cable moved to approve closing and opening of the Public Housing  
and Forest Park and Ping Manor waiting list effective the aforementioned  
dates and times, Ms. Carpenter seconded. Motion carried.  
Review of City of La Crosse Code of Ethics  
All Commissioners present acknowledged having received the City of La  
Crosse Code of Ethics.  
Mainstream Voucher, Agency Partnerships, and other Housing Updates  
Employee Performance Evaluation  
Ms. Carpenter moved that the Board convene in closed session to discuss  
Executive Director performance evaluation. Ms. Bechtel seconded. Motion  
carried.  
Ms. Carpenter moved to reconvene in open session; Ms. Bechtel seconded.  
Motion carried.
