Mr. Sayner called the meeting to order at 12:01pm

Approval of regular meeting minutes from March 10, 2021.

Ms. Carpenter moved for approval of the Regular Meeting Minutes held March  
10, 2021; Mr. Brown seconded. Motion carried.  
Approval of Bills  
Ms. Carpenter presented bills as follows and moved for their approval: Public  
Housing, $47,892.29; Voucher Program, $1,279.62; Mainstream Program,  
$124.00; Capital Fund Program, $41,696.58; Forest Park $36,141.98; Ping Manor  
$27,363.55; Central Office Cost Center $6,620.40; Checks to be approved  
$47,453.49; Total $208,571.91 Ms. Bechtel seconded. Motion Carried

New Business  
Employee Handbook discussion has been tabled until comparison policy documents  
have been received from Hale Skemp Attorneys.  
It was noted that the release of the HUD distributed income limits for 2021 have been  
updated by the Housing Authority and went into effect April 1, 2021  
Review and Approve LHA #10040 Resident/Customer Satisfaction Bids.

Ms. Carpenter moved approval of the proposal received from Advantage  
Research of Germantown, WI in the amount of $26,940.00 for Project No. 10040,  
Resident / Customer Satisfaction Survey. Ms. Cable seconded; Motion carried.  
Review and Approve St. James Maintenance Shop Remodel & Addition Bids.  
Ms. Bechtel moved approval of the bid received from Braund Building of  
Onalaska, WI in the amount of $559,000.00 for Project No. 20032-1, St James  
Maintenance Shop Remodel and addition. Mr. Brown seconded. Motion  
carried.  
Review and Approve Adoption of 2021 Section 8 Housing Choice Voucher  
Utility Allowance Schedule.

Ms. Cable moved approval to adopt the 2021 Section 8 Housing Choice  
Voucher Utility Allowance Schedules, effective June 1, 2021; Ms. Carpenter  
seconded. Motion carried.
