Discussion and direction on Accessory Dwelling Units - Lewis Kuhlman

Lewis Kuhlman gave a presentation on accessory dwelling units (ADUs)that
included their benefit to cities, how they are used in other parts of the world
and how they may address some of the housing needs in La Crosse. Lewis
stated that no legislation has been submitted at this time and that he is merely
looking for feedback, concerns, and questions at this time. The Commission
requested that the presentation be added to Legistar and sent to the
Commission members. Feedback from the Commission included concerns
about green space and if ADUs would take all of it, what would they cost to
construct, provide other examples of how they are used in other cities or if
there are any in La Crosse, there contribution to providing affordable housing,
conversations about them being permitted are already being had in the
community, when or where would they be prohibited, what are other typical
restrictions associated with them, can they be similar to prefab houses, how do
they affect zoning, what are their typical minimum or maximum square
footage, what would the review process look like, who would be permitted to
use them, and would they be permitted to be used for short term rental. The
Commission suggested more outreach that included the neighborhood
associations, public presentations, and the All Neighborhood Leaders meeting.
Lewis stated that he would attend the next meeting to present more
information.

Staff provided an update on the discussion to date and provided the
Commission information realted to the questions that were asked at their last
meeting. The Commission requested that David Harm, the City Treasurer, be
invited to their next meeting to discuss how room tax works and answer any
questions.
Updates: Neighborhood Reports and Comprehensive Plan

Staff stated that the first phase of community engagement of the
Comprehensive Plan is coming to an end and the next one will be starting in
mid January. Various Commission members provided updates on activities
their neighborhoods are involved in.
