Discussion, Possible Action, and Public Hearing on the 2023-2027 Capital
Improvement Program Budget.
A motion was made by Gallager, seconded by Cherf to open the public
hearing. THE MOTION CARRIED BY VOICE VOTE.

Ralph Geary- Comments on speed readers by Northwoods Elementary School
and Clinton Street lighting; Neither of which are in the current CIP.

Cole Herold- Item #545; Stated he is also in favor of a skate park.
Derek Cortez; Chileda CEO- Item #802; Comments in favor of item and would
also like to include speed tables on this street (Victory St.).
A motion was made by Cherf, seconded by Sciammas to close the public
hearing. THE MOTION CARRIED BY VOICE VOTE.
Sleznikow proposed to use $35k in 2023 to permanently install two speed
tables in the 100-200 block of 29th Street South (Memo/handout). A motion was
made by Neumeister, seconded by Cherf to Approve this item. THE MOTION
CARRIED BY VOICE VOTE.
Richmond suggested to appropriate $100k from the general obligation fund in
2023 to begin the design phase of new shelter and remove old shelter at The
Badger-Hickey Park. (Memo/handout)
A motion was made by Mayor Reynolds, seconded by Cherf to move item #556
(Crowly Park resurfacing) from 2023 to 2024; And move $100k of the $600k for
the repair/replacement of Badger-Hickey Park enclosed shelter in GO
borrowing from 2024 to 2023 for the design and demolition of the current
Badger-Hickey Park shelter. (Funding justified through above change in funds).
THE MOTION FAILED UNANIMOUSLY BY VOICE VOTE.
A motion was made by Mayor Reynolds, seconded by Yager to amend the
Badger-Hickey project to add $85k from GO borrowing to 2023 for the design
and demolition of the shelter. THE MOTION CARRIED BY VOICE VOTE.
A motion was made by Gallager, seconded by Cherf to amend item #802
(Victory Street) to add speed tables to this road. THE MOTION CARRIED BY
VOICE VOTE.
A motion was made by Gallager, seconded by Mayor Reynolds to move items
#268, #569, & #565 ($70k each year in regards to fiber optics) from years 2025,
2026 & 2027 to years 2023, 2024, & 2025.
