This meeting was called to order at 8:32 AM.

Approval of Minutes  
A motion was made by Pueschner, seconded by Young to adopt the December  
12th meeting minutes. This motion carried unanimously by voice vote.

Annual Code of Ethics Policy Review.

Bicycle and Pedestrian Master Plan Update and Word Session - ALTA  
100 community members were reached across four different pop up events. 245  
people left comments on the interactive web map. 390 surveys were  
completed. Participants are happy the city is investing in walking and biking  
improvements. Surveys showed the top three routes that worked well, 1. ROW  
between Boot Factory and Performance Food Service, 2. King St. 3. Avon St.  
Survey results also showed the top three routes for improvement, 1. River  
Valley Dr. 2. Hwy 33. 3. Pammel Creek Trail. Survey results showed the top  
three barriers for walking and bicycles, 1. Infrastructure needed 2. Intersection  
Challenges 3. Physical Barriers. The survey also the communities desire for  
connected networks to serve all ages and abilities. Draft Plan Vision; "People  
of all ages and abilities can walk, roll and bicycle in La Crosse on a network of  
safe and inviting streets that connect to where they want to go, supporting  
equity, community health, the local economy, and the natural environment.  
Draft Plan goals, 1. Access 2. Safety 3. Climate 4. Equity 5. Action. Draft Plan  
next steps for January-February of 2024, draft key plan elements, bicycle  
master plan map, whole network prioritizing, cost estimate and  
implementation.  
Discussion on possible 2025-2029 CIP Requests.

- King Street Greenway extension  
- Avon Street Greenway implementation  
- River Valley Drive Cycle track  
Committee suggestion for additional CIP requests  
- Ranger Drive-Safer crossings for school kids  
- Secure Bike Parking (ideally covered)  
- River Valley Drive re-pavement  
Call for future agenda items.
