CM Larry Sleznikow clarified that those that were entered will most likely go to
the end year of the process (2029) unless otherwise moved up.
Greg Clark confirmed that the process occurs every year.
Bob McDonnell asked if something didn't make the list could it be eligible in
the future. Staff stated that they could come to the neighborhoods and discuss
in more detail the requests that were put forward and the future feasibility of
requests.
Jessica Stanton asked if the neighborhoods had been notified about their
projects that will not be submitted. Staff stated that they will notify them.
CM Trost stated that the process goes through the City Plan Commission and
that those would be the meetings to attend to speak for or against projects.
She stated to work with your Council Member for advocacy.
Greg Clark moved to approve the proposed projects and submit them to the
CIP process. Steve Nicolai seconded. The motion passed 8-0 by voice vote.

CM Larry Sleznikow suggested the Commission look to prioritize the items.
Stanton stated some items could be combined to shorten the list.
CM Trost handed out an article from the Congress for New Urbanism. She
stated that this document has suggestions for easy amendments that cities can
make to effect change and create more affordable housing. Staff was asked to
explain land use versus zoning. Staff stated that land use is more of a broader
classification such as industrial, commercial, or residential. Zoning is more
specific to each parcel and provides restrictions on what property owners can
and cannot do with their property.
CM Larry Sleznikow asked when the City of La Crosse first implemented a
zoning code. Staff stated the city has probably had zoning for approximately
100 years.
CM Trost had the Commission take time to look through and discuss the
document.

Staff explained the process and plans moving forward with a Comprehensive
Zoning Code update. Staff said a Zoning Code update typically follows a
Comprehensive Plan and should further reflect the vision and goals of the
Comprehensive Plan. Staff stated this will be a one to two year process and
will involve a lot of community engagement.
