AN ORDINANCE to amend Section 40-14 of the Code of Ordinances of the
City of La Crosse adding Bicycle-Pedestrian Advisory Committee and
Committee for Citizens with Disabilities review of green complete streets
projects and identification of green complete streets features in street
requests.

CM Jennifer Trost stated that the proposed ordinance is intended to allow for
the Bicycle and Pedestrian Advisory Committee and the Committee for Citizens
with Disabilities to provide feedback to the Engineering Department and Board
of Public Works on approved Capital Budget projects. Stephanie Sward stated
that she will bring the list of 2023 projects for comment at the January or
February meeting. Robbie Young moved to approve the Resolution. Randi
Pueschner seconded. The motion passed 7-0 by voice vote.
Project Updates: (Wagon Wheel Trail)

Staff informed the Commission that a Resolution approving the grant
agreement between the City and the WisDOT will be going through the
January 2023 Common Council cycle. Staff also had a meeting with WisDOT,
MnDOT, the LAPC, and the City of La Crescent on timeline, expectations, and
design requirements. Staff is currently working on engaging design services
with SEH and initial design funding.
Update on Comprehensive Plan - (Status, Survey Data, New Survey)

Staff stated that the data/information that was provided to them was what has
been collected so far during the process. Staff asked if there were any
questions or comments. The committee stated that, based off of the
demographic data, they would like to see more diversity in stakeholder
participation.

Discussion on how to raise awareness in La Crosse about bicycle safety for cyclists,
pedestrians, and vehicles.
The Committee discussed how to raise awareness on safety and rules
regarding bicycles and pedestrians on sidewalks, trails, and streets. Staff
thought this issue should be incorporated into the update of the Master Plan.
The Committee suggested that education could occur in schools and churches,.
