Mayor Reynolds called the meeting to order at 10:00 a.m.

Approval of Minutes  
A motion was made by Kahlow, seconded by Trane, to APPROVE the minutes  
of October 10, 2022. The motion carried by voice vote.  
Agenda Items:  
Public Hearing - Application of Gerke Excavating for a Limited Exemption for  
Construction Noise for replacing sanitary sewer manholes on West Avenue  
and South Ave from Green Bay Street to Ward Avenue.  
Marie Zimmerman of 2636 South Avenue spoke and objects to the exemption.  
A motion was made by Gallager, seconded by Trane, to APPROVE.  
A motion was made by Gallager, seconded by Kahlow to AMEND the date of  
the permit to expire December 31, 2022. The motion carried by voice vote.  
To APPROVE AS AMENDED , the motion carried by voice vote.  
Public Hearing - Application of Chippewa Concrete Services for a Limited  
Exemption for Construction Noise for replacing sanitary sewer manholes on  
West Avenue and South Ave from Green Bay Street to Ward Avenue.  
Marie Zimmerman of 2636 South Avenue spoke and objects to the exemption.  
A motion was made by Trane, seconded by Gallager, to REFER one week to  
the Board of Public Works meeting on 10/24/2022. The motion carried by voice  
vote.  
Construction Contract Change Orders  
A motion was made by Gallager, seconded by Trane, to APPROVE. The motion  
carried by voice vote.  
Bidder's Proof of Responsibility  
A motion was made by Gallager, seconded by Kahlow, to APPROVE. The  
motion carried by voice vote.  
Request to approve permission to use the 6th St parking area for staging of  
the Police remodeling project and temporary relocation of affected vehicles.  
A motion was made by Gallager, seconded by Kahlow, to APPROVE. The  
motion carried by voice vote.
