Approval of Minutes  
A motion was made by Schwarz, seconded by Trane, to APPROVE the minutes  
of November 28, 2022. The motion carried.  
Agenda Items:  
Resolution approving a partial vacation of the alley located between Liberty  
Street, Charles Street and Gillette Street and Sill Street.  
A motion was made by Trane, seconded by Schwarz, that this Resolution be  
RECOMMENDED TO BE ADOPTED to the Finance & Personnel Committee on  
12/2/2022. The motion carried by voice vote.  
Construction Contract Change Order  
A motion was made by Trane, seconded by Schwarz, to APPROVE. The motion  
carried by voice vote.  
Request to expand the Hear, Here project to the north and to put the project  
into the 2024 Capital Budget.  
No action, direct to staff to assist with necessary street privilege permit and inclusion  
in the Capital Improvement Budget.  
Approval of Payment List of ROW Acquisitions for South Avenue.  
A motion was made by Schwarz, seconded by Trane, to APPROVE. The motion  
carried by voice vote.  
Finding & Order to vacate existing No Parking Zones on the West side of  
the 100 block of 6th Street South.  
A motion was made by Trane, seconded by Schwarz, that this Finding & Order  
be APPROVED. The motion carried by voice vote.  
Request to approve Garden Pathway Project Proposal and Funding.  
A motion was made by Trane, seconded by Schwarz, that this Request be  
APPROVED contingent on appropriate permits being issued and funding  
approved through the Arts Board. The motion carried by voice vote.  
Finding & Order to establish Reserved Parking - ADA Zone on the West side  
of 300 block of 3rd Street North, from a point 25 feet south of the South line of  
Pine Street, to a point 20 feet southerly thereof.  
A motion was made by Trane, seconded by Schwarz, that this Finding & Order  
be APPROVED. The motion carried by voice vote.  
Industrial Wastewater Discharge Permit Application  
A motion was made by Trane, seconded by Schwarz, to APPROVE based on  
staff recommendation to cross out the rates for sewer billing charges under  
conditions and in it's place put "to be determined". The motion carried by  
voice vote.
