Council President Dickinson called the meeting to order at 6:00 p.m.

This special meeting was scheduled at the discretion of Council President

Tamra Dickinson pursuant to Council Rule II(5) for the following purpose.

This session was designed to improve communication among council members by considering

communication challenges, unique obstacles for effective communication, and strategies that may be

employed to increase the likelihood of achieving shared meaning as a functioning city council.

This session was facilitated by Scott Dickmeyer, PhD, Associate Professor Communications Studies,

University Wisconsin - La Crosse.
