The meeting was called to order at 6:00 pm.

Approval of Minutes  
Approval of the July 10, 2024 meeting minutes.  
A motion was made by Stanton, seconded by Geary, the minutes be adopted.  
The motion carried on voice vote.  
Agenda Items:  
Accessory Dwelling Unit Design Competition kick-off.  
Staff provided information on the Accessory Dwelling Unit Design Competition.  
City Staff had applied for an AARP grant earlier in the year to launch an  
Accessory Dwelling Unit Design Competition. The City of La Crosse was  
awarded the grant and is launching this program and will provide the top three  
designs a cash reward. Three NRC members volunteered to be a part of the  
scoring committee.  
Resolution and report of the Board of Public Works on the costs of operating  
and maintaining the parking system in downtown La Crosse.  
Council Member Trost stated that she wanted to bring this item to the  
Commission because they are evaluating the effects of parking. CM Trost  
stated that the city subsidizes parking downtown. CM Trost stated there is $1.3  
million deficit between revenue and expenses. CM Trost stated that Parking  
Utility Supervisor, Joe Pederson, said that the parking ramps are mostly empty  
except when there is a concert.

CM Trost stated she wanted the Commission to have this document and  
opened it up for questions. Stanton stated she appreciated the specific  
recommendations at the end of the document. CM Trost said Commissioners  
can send specific comments to her so she can get them to the consultant.  
Hurtubise asked why there was an increase in multi-unit housing construction  
in 2013 and 2015. Staff stated there could have been larger  
developments/apartment buildings being built. Green stated he believes  
post-recession there was a slump and there could have been pent up demand  
for housing.  
Zoning & Subdivision Code Rewrite Project (Review Draft RFP)  
Staff stated that updating the Zoning Code is typically a next step after  
updating a Comprehensive Plan. Staff stated the RFP would go out by the end  
of the week. Staff stated that much of the code is difficult to interpret. The  
Zoning Code update will include a large community engagement component.  
The goal is to have a consultant under contract by the end of the year to assist  
with this process.
