The meeting was called to order at 8:31 am.

Approval of Minutes  
A motion was made by Young, seconded by Pueschner, to adopt the November  
14th meeting minutes. The motion carried unanimously by voice vote.  
Agenda Items:  
Drift Cycle-La Crosse Community Bike Share update

Jacob Sciammas with Driftless Bike Share provided an update on Driftless Bike  
Share throughout the community in 2023. They hired a full time manager, Tim  
Anderson. They have five new sponsors, The Weber Group, La Crosse County  
Aging & Disability Resource Center, Chad Erickson Memorial Park, Myrick Park,  
and UWL Green Fund. They have seven new locations, Mayo Clinic Hospital,  
UWL Whitney Center, Myrick Park, Chad Erickson Memorial Park, Coulee  
Connections, Western Technical College and Riverside Park South. In 2023  
there were 6,136 rides across 3,530 users. There was a total of 12,709 miles  
rode, 660,860 calories burned, and 11,437.9+ pounds of CO2 reduced. Driftless  
Bike Share was also a nominee for the Sustainability Institute Award. There  
were two tricycles added at the Chad Erickson Memorial Park location. They  
received a rating of 4.7 stars from 1,218 users. Programs and events were  
increased by 72% from 2022. The data below is from 2023,  
- 102% more people registered  
- 114% increased rides  
- 70% more miles ridden  
- 69% more calories burned  
- 1.7 times higher total carbon offset  
- 20% higher rental revenue  
- 28% more memberships  
- 142% more free rentals  
- 26% more paid rentals  
Driftless Bike Share also rolled out initial card holds in 2023 for new accounts  
created to help avoid theft. There will not be a card hold for every ride, only  
when a new account is created.  
Transit Equity Day Overview.

Attachments:  
Cathy Van Maren, a citizen of La Crosse, provided an update on Transit Equity  
Day for 2024. It will be February 4th, 2024. She will provide further details on  
events later.  
Discussion on possible 2025-2029 CIP Requests

Staff will be putting in a CIP request in relation to the TAP grants they applied  
for earlier in 2023. Council member Neumann asked about applying for tap  
grants for the following issues, a sidewalk to connect the Brickyard  
Neighborhood to the roundabout at Hwy 14/61 and some sort of crossing at  
Mormon Coulee Rd and 33rd St S. Staff said there is potential for this.
