A motion was made by Janssen, seconded by Northwood, to OPEN public  
hearing. The motion carried unanimously.  
The following spoke: Barb Larson & Tricia Krueger.  
Unanimous consent to CLOSE public hearing.  
A motion was made by Janssen, seconded by Kahlow, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 1/8/2026. The  
motion carried by the following vote:
