Mindel called the meeting to order at 4:32 p.m.

Approval of Minutes  
A motion was made by Heneghan, seconded by Lenard, that the Minutes be  
APPROVED. The motion carried by voice vote.  
Notices and Discussion  
The Sierra Club is hosting an online discussion about IRA rebates on 9/24 @ 7pm.  
The La Crosse Transit Advocates are hosting a Week Without Driving on 9/30-10/6.  
Agenda Items:  
Discussion on Youth Climate Action Fund application and selection.

Staff reviewed guidance on scoring and thanked judges for their help, including those  
not on the committee - Cathy Van Maren, Erin Duffer, Erin Smith, and Jenna Dinkel.  
Four applications were for different aspects of the same project, so staff advised to  
fund the top scoring one and ask the other 3 applicants to develop a new proposal.  
There would be $2,200 remain in grant funds.  
A motion was made by Lenard, seconded by Hanna, that the grant applications  
be approved, except for the three lower scoring Habitat for Humanity projects.  
The motion carried by voice vote.  
Working Group Updates

Working group1 had researched enclosed bike parking requirements and needs  
follow up from staff for direction.  
Working group 2 is reviewing supplemental guides to Climate Action Plan. The  
guides do not address material reuse. In other news, the State was awarded $139  
million for energy efficiency rebates, which can be stacked with tax credits.  
Working group 3 is researching equitable tree distribution, but was unable to meet in  
July due to scheduling conflicts.  
Outreach & Engagement Update

CAP Instagram account is up and running @caplacrosse. Staff worked with Paul  
Nicholas to develop a posting calendar. They will collaborate on a press release  
announcing awardees for YCAF in September, and an open house for ADU design  
competition in November.  
Bright Action is hiring a replacement outreach coordinator to help La Crosse. They're  
looking to kick off a carbon free challenge with school district and City employees in  
the Fall; possibly follow up to do a challenge with UWL.  
Forward Together canvassed about housing rehab program and IRA incentives in  
anticipation of EIGP home energy audits.  
Heneghan shared work with Ericson to put together outreach that connects  
conservation and zoning advocates. They are putting together presentation for  
Spring and are looking at feedback from groups like the Nature Place and  
Sustainability Institute in the Fall.  
Mindel shared that the School District completed a greenhouse gas inventory and will  
be working on measuring vehicle miles traveled for operations.  
Next Meeting and Agenda Items  
The next meeting will be 9/9 and agenda items may include working group and grant  
updates.
