The meeting was called to order at 6:30pm.

Approval of the January 16, 2023 Meeting Minutes.

Laura Godden moved to approve the minutes. Jennifer Morris seconded. The  
motion passed 4-0 by voice vote.  
Agenda Items:  
Review of a Certificate of Appropriateness for the property located at 429  
7th Street N. (Hixon House)

Staff provided an overview of the project and recommendation. Laura Godden  
moved to approve as submitted. Dacid Riel seconded. The motion passed 4-0  
by voice vote.  
Review of a Certificate of Appropriateness for the property located at 799  
Myrick Park Drive. (Myrick Park)

Staff provided an overview of the project and recommendation. Dan Trussoni  
from the Parks Department added additional project details. CM Mindel asked  
what project features were considered in respect to Native Americans. Paul  
Nelson from ISG stated.that the project was design to fit into the existing  
landscape. Davis Riel moved to approve as submitted. Mackenzie Mindel  
seconded. The motion passed 4-0 by voice vote.  
Nomination of the Noelke Building, located at 529 Main Street, to  
designated as a Local Historic Landmark.

Staff reminded the Commission of the process for designation and stated that  
they felt it was a complete application. CM Mindel asked how the nomination is  
viewed by the public. Staff stated it is usually by visiting City Hall but can  
amend the notice to state that it can be viewed in online. David Riel moved to  
open a public hearing. Laura Godden seconded. The motion passed 4-0 by  
voice vote. Kathyrn Kesler, owner of the property, provided additional details  
on the building. The Commission expressed their gratitude for nominating the  
building and for very thoroughly researched nomination. Laura Godden moved  
to close the public hearing. David Riel seconded. The motion passed 4-0 by  
voice vote. Dacid Riel moved to accept the nomination and hold the public  
hearing at the March 23, 2023 meeting. Laura Godden seconded. The motion  
passed 4-0 by voice vote.

2024 Most Endangered Buildings List/Project.

Staff reminded the Commission the Fire Station #4 will be removed from the  
list. Staff updated them on the status of the Casino Bar. David Riel suggested  
to add Lincoln Middle School to the list for consideration as it has recently  
been approved by the School District to close. Laura Godden suggested  
Longfellow Middle School due to its uncertainty and the Glory Days Building  
as it is condemned. CM Mindel suggested 1218 Caledonia in Old Towne North  
as it looks in deteriorated condition and the 3rd and Jackson old gas station.  
Other suggestions included 1027 Johnson St and 520-522 13th Street S.  
Mackenzie Mindel asked the Commission to bring back final suggestions to the  
March meeting.  
National Register of Historic Places Nomination Project.

Staff update the Commission on the status of the project and stated that they  
would be using the funding to apply for a matching grant from the Wisconsin  
Historical Society.  
Project Updates: (Lost La Crosse, WHS History Conference

No progress was made on the Lost La Crosse Project and any suggestions for  
session proposals for the WHS conference are to be sent to staff.
