Call to Order
Mayor Reynolds called the meeting to order at 10:00AM.

Approval of Minutes
A motion was made by Schwarz, seconded by Gallager, to APPROVE the
minutes from November 13, 2023. The motion carried unanimously.
Agenda Items:
Request to approve access agreement by Northern States Power Company
to rebuild overhead transmission line.
Dawn Schultz, Steve Ambrose, and Chuck Lee were called to speak.
A motion was made by Trane, seconded by Gallager, to APPROVE with the
conditions that traffic control and restoration plans be submitted for City
review. The motion carried unanimously.
Construction Contract Change Orders
A motion was made by Schwarz, seconded by Dickinson, to APPROVE. The
motion carried unanimously.
Request to declare Transfer Switch Replacement project an emergency.
A motion was made by Gallager, seconded by Trane, to APPROVE. The motion
carried unanimously.
Request for partial vacation of public street Right-of-Way on the east side of
28th Street South, near Fairchild Street East.
A motion was made by Schwarz, seconded by Dickinson, to APPROVE. The
motion carried unanimously.
