A motion was made by Janssen, seconded by Happel, to APPROVE the minutes  
of June 28, 2022. The motion carried unanimously.

Amended Resolution approving 2024 Operating Budget.  
23-0729  
A motion was made by Happel, seconded by Janssen, to direct and authorize  
the Mayor and staff to develop a 2024 operating budget, as many options as  
desired, with at least one showing a zero tax rate increase.. The motion  
carried by the following vote:
