The meeting was called to order to 4:00 pm.

Approval of Minutes from November 20, 2025 meeting.  
A motion was made by Janssen, seconded by Fimple, the minutes be  
approved. The motion carried on voice vote.

Introduction of new RDA member, Phil Ostrem.

A motion was made by Janssen, seconded by Przytarski, that this item be  
approved . The motion carried by voice vote.

Consideration and possible action on proposals for Lot 11.  
(Note: The Committee and/or Council may convene in closed session  
pursuant to Wis. Stat. 19.85(1)(e) to formulate & update negotiation  
strategies and parameters. Following such closed session, the Committee  
and/or Council may reconvene in open session.)  
A motion was made by Przytarski, seconded by Jansen to move to closed  
session. Roll call vote carried.  
A motion was made by Janssen, seconded by Fimple, to move forward with  
RyKey Development. The motion carried by voice vote.  
Consideration and possible action on proposal for Lot 12.

A motion was made by Janssen, seconded by Przytarski, that no action be  
taken at this time . The motion carried by voice vote.
