AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances  
of the City of La Crosse by transferring certain property from the Local  
Business and Commercial Districts to the Residence District, allowing for six  
two-unit structures for condos at 1822 State Road 16 and adjacent parcels at  
State Road 16.  
A motion was made by Woodard, seconded by Dickinson, that the Ordinance  
be RECOMMENDED TO BE NOT ADOPT (WITHDRAWN) to the Common  
Council on 3/13/2025. The motion carried by the following vote:

Yes:  
Resolution designating Downtown Mainstreet, Inc. as the concessionaire  
for the La Crosse Center along with authorization for "Class B"  
Intoxicating Liquor Permit.  
A motion was made by Kahlow, seconded by Woodard, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 3/13/2025. The  
motion carried by the following vote:

Application of K & M Chances R LLC dba Chances R for an Expansion of  
Alcohol Beverage License & Street Privilege Permit for a special event at 417  
Jay Street on June 7, 2025.  
A motion was made by Kahlow, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common  
Councilon 3/13/2025. The motion carried by the following vote:

Yes:  
Application of A & S Foster LLC dba Bottoms Up for an Expansion of  
Alcohol Beverage License & Street Privilege Permit for a special event at  
500 Copeland Ave on June 14, 2025.  
A motion was made by Woodard, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common  
Council on 3/13/2025. The motion carried by the following vote:

Yes:  
Resolution granting various license applications pursuant to Chapters 4, 6,  
and/or 10 of the La Crosse Municipal Code for the license period  
2024-2025 (March).  
A motion was made by Dickinson, seconded by Kahlow, that the Applications  
be DIVIDED (pull out The Rookery LLC and Tokyo Fusion Inc. applications).  
The motion carried by the following vote:

Yes:  
A motion was made by Kahlow, seconded by Woodard, that the Applications  
for The Rookery LLC (alcohol and indoor cabaret) and Tokyo Fusion Inc  
(alcohol) be RECOMMENDED RESOLUTION APPROVING THE SAME to the  
Common Council on 3/13/2025. The motion carried unanimously.  
A motion was made by Kahlow, seconded by Woodard, that the remaining  
Various License Applications be RECOMMENDED RESOLUTION APPROVING  
THE SAME to the Common Council on 3/13/2025. The motion carried  
unanimously.

AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances  
of the City of La Crosse by transferring certain property from the Local  
Business District to the Traditional Neighborhood Development District -  
Specific allowing for the construction of a commercial and residential  
mixed-use building at 413, 417, 423, 425 and 431 West Ave. N. and 1204  
Badger St.  
A motion was made by Trost, seconded by Dickinson, that the Ordinance be  
RECOMMENDED TO BE RE-REFERRED for 60 days to the May 2025 meetings.  
The motion carried by the following vote:

Yes:  
Resolution approving Certified Survey Map - Located in the NW 1/4 of the  
NW 1/4 and the SW 1/4 of the NW 1/4, Section 33, T16N, R7W, City of La  
Crosse, La Crosse County, WI and request for right-of-way dedication and  
waiver of platting requirements (Myrick Water Utility Station).  
A motion was made by Trost, seconded by Kiel, that the Plat/Certified Survey  
Map be RECOMMENDED RESOLUTION APPROVING THE SAME to the  
Common Council on 3/13/2025. The motion carried by the following vote:  
6 - Kahlow, Woodard, Trost, Kiel, Mindel,Dickinson
