Chair Richmond called the meeting to order at 5:18 p.m.

Agenda Items:  
Application of Destinie Bagniewski for a Beverage Operator's License and  
appeal of denial by the Police Department. (Note: The Committee and/or Council  
may convene in closed session pursuant to Wis. Stats. sec. 19.85(1)(a) to deliberate  
its decision. Following any closed session, the Committees and/or Council may  
reconvene in open session.)

A motion was made by Kahlow, seconded by Trost to CONVENE in Closed  
Session pursuant to Wis. Stats. sec. 19.85(1)(a) to deliberate its decision; the  
motion carried unanimously by roll call vote.  
A motion was made by Kahlow (in closed session), seconded by Richmond,  
that the Application be RECOMMENDED RESOLUTION APPROVING THE SAME  
to the Common Council on 1/12/2023. The motion carried by a vote of 6 - 1 (No -  
Trost).  
A motion was made by Kahlow, seconded by Trost to RECONVENE in Open  
Session; the motion carried unanimously by roll call vote.  
The decision of the committee was reported by the Chair.
