Mayor Reynolds called the meeting to order at 2:00 p.m.

Election of Officers  
A motion was made by Happel, seconded by Schwarz, to elect Reynolds as  
Chair and Janssen as Vice. The motion carried unanimously by voice vote.  
Approval of Minutes  
A motion was made by Janssen, seconded by Happel, to APPROVE the  
minutes of June 29, 2021. The motion carried by voice vote.  
Agenda Items:  
2022 Operating Budget Discussions.

Preliminary Estimate provided by Deputy Director of Finance Daniel DeGier.  
A motion was made by Happel, seconded by Janssen, to approve the schedule  
of meetings as presented (with adjustments as deemed necessary). The  
motion carried by voice vote.  
A motion was made by Happel, seconded by Janssen, directing the Mayor and  
staff to develop a 2023 operating budget, as many options as desired, with at  
least one showing a zero tax rate increase. The motion carried by voice vote.
