Lind detailed the communities he has worked in to assist with creating darker
skies. Lind explained to the Commission what a lumen, correlated color
temperature (CCT), and zero up-llight means and the significance of these
terms as it relates to dark skies.
Lind detailed the significance of wasted energy/light, protection of species,
and the influence on safety with useful light. Lind offered assistance with
creating or updating lighting standards in the City of La Crosse.

Update on the zoning/subdivision code project.
Staff presented on the second round of engagement regarding the Zoning
Code and asked Commissioners to provide questions or comments. Staff stated
this is the same presentation that was provided at the open houses and what
will be presented at the Neighborhood Associations.
