The meeting was called to order at 6:02 pm by Council Member Goggin.

Approval of Minutes  
Approval of the September 3, 2025 Meeting Minutes.  
Motion made by Geary, seconded by McDonnell to approve the meeting  
minutes. The motion was passed unanimously by voice vote.  
Agenda Items:  
Presentation from Scott Lind on Outdoor Lighting & Dark Sky Initiatives.

Scott Lind, Master Electrician and Mead and Hunt Consultant, presented to the  
Commission regarding the Dark Skies initiative.  
Mayor Shaundel arrived at 6:05 PM.  
Lind detailed the communities he has worked in to assist with creating darker  
skies. Lind explained to the Commission what a lumen, correlated color  
temperature (CCT), and zero up-llight means and the significance of these  
terms as it relates to dark skies.  
Lind detailed the significance of wasted energy/light, protection of species,  
and the influence on safety with useful light. Lind offered assistance with  
creating or updating lighting standards in the City of La Crosse.

Update on the zoning/subdivision code project.  
Staff presented on the second round of engagement regarding the Zoning  
Code and asked Commissioners to provide questions or comments. Staff stated  
this is the same presentation that was provided at the open houses and what  
will be presented at the Neighborhood Associations.  
Neighborhood Updates, Concerns, and Celebrations.

Council Member Goggin said Wednesday, November 19th at 6:00 PM that Harry  
J Olson is having a lighting celebration.
