Approval of Minutes  
Approval of the May 26, 2022 Meeting Minutes.  
Mindel suggested referring the minutes to the next meeting in order to figure out the

Gorski motioned to approve the minutes, Allen seconded. No vote was taken.  
Agenda Items:  
Review of a Certificate of Appropriateness for the property located at 1024  
Cass Street in the 10th and Cass Historic DIstrict. (James Vincent House)

Attachments:  
Owner said the plan reduces the size and scale of the building to fit the property  
better. The smaller house behind the property would not be demolished, but the  
garage that it is replacing would be. Riel stated that the design fits the aesthetics of  
the district. Owner said the finish would include stone and LP on the front, vinyl siding,  
and shakes on the gables. The building would follow setback requirements for  
accessory buildings. the Driveway was redone recently, but some of it would have to  
be ripped up for construction. Landscaping would stay, and limestone pavers would  
mostly remain.  
Riel motioned to open a public hearing, Allen seconded. The motion carried  
by a voice vote.  
Riel motioned to close the public hearing, Gorski seconded. The motion  
carried by a voice vote.  
Gorski motioned to approve the Certificate of Appropriateness on the condition  
that it is approved by Community Risk Management, Allen seconded. The  
motion carried by a voice vote.  
Review of a Certificate of Appropriateness for an awning at 221 Pearl Street.  
(Downtown District)

Attachments:  
Zettler stated that nothing is left of original facade after 1950's remodel. The  
renovation would go over the 1950's brick and can be undone in the future. Markos'  
facade would be two-tone aluminum panels; the sign is letters from their Valley View  
Mall store from the 1980's with LEDs replacing the neon lights, similar to Qdoba's  
"Mexican Grill" letters size. Sign may be prohibited by code. Extending the fire  
escape to the 3rd floor is part of a future phase. Zettler may be able to adjust the  
panel colors, blending new and old, after discussing with the owner.  
Gorski motioned to approve, Allen seconded. The motion carried by a voice  
vote.  
Review of a Certificate of Appropriateness for the property located at 305-307  
Pearl Street.

Riel motioned to close the public hearing, Allen seconded. The motion carried  
by a voice vote.  
Riel motioned to approve the facade and awning with the condition that the  
awning is approved by Community Risk Management and Board of Public  
Works, seconded by Allen. The motion carried by a voice vote.  
Riel motioned to approve the sign with the condition that it is meets the  
Heritage Preservation Planner's interpretation of the Historic Overlay Zoning  
District requirements, Gorski seconded. The motion carried by a voice vote.  
Lost La Crosse Project Update

Discussion on the August 2021 Certificate of Appropriateness decision by the  
HPC regarding 123-125 3rd Street S.

Attachments:  
Commissioners recalled that Satory felt appearance of north wall of Library Bar was not  
in keeping with the Certificate of Approval. Godden said it was supposed to be brick,  
but looks like red concrete block. Riel recalled that applicant said using brick would  
be double the cost of stucco. Godden said this wall was a lot more visible than other  
sidewalls that were stucco. Commissioners recalled that staff was unsure about  
whether the recording of the meeting is enforceable if the meeting minutes were  
approved. Riel suggested that going forward, the Commission should request to see  
materials. Zettler added that requesting a mockup 2x2 ft. example is a common  
requirement for NPS projects. Mindel suggested having staff look into whether  
minutes can be changes based on recording.

Mindel adjourned the meeting at 7:12 pm.
