Approval of Minutes from the October 25, 2023 meeting.  
A motion was made by Lee, seconded by Kahlow, that these minutes be  
APPROVED. Voice vote carried unanimously.  
Agenda Items:

Introduce the new Community Development Manager.  
Consideration and possible action on term sheet of tax increment financing  
assistance for War Eagle LLC, a River Point District project.  
(Note: The Committee and/or Council may convene in closed session  
pursuant to Wis. Stat. 19.85(1)(e) to formulate & update negotiation strategies  
and parameters. Following such closed session, the Committee and/or  
Council may reconvene in open session.)

A motion was made by Lee, seconded by Kahlow, that they go into closed  
session. Roll call vote carried unanimously.  
In closed session, a motion was made by Markussen, seconded by Kahlow that  
the term sheet be APPROVED. The voice vote carried unanimously.  
Adjournment  
Mayor Mitch Reynolds adjourned the meeting at 3:40 PM in closed session.
