Call to Order  
Bakalars called the meeting to order at 5:17 PM.

Approval of Minutes  
Paquette motioned to approve the minutes, Northwood seconded. The motion  
carried by a voice vote.

Chair and Vice Chairperson Elections

New member, Councilmember Rosanne Northwood, introduced herself.  
Northwood declined to be chairperson, but accepted the vice chairperson  
position.  
Northwood nominated Bakalars for chairperson, Paquette seconded. There  
were no other nominations and Bakalars was approved by acclamation.  
Discrimination Complaint - Gale Hendersen v. Aptiv

Henderson shared documents; she did not document money that she received.  
Paquette asked if there was any audit on the company. Henderson said she was  
accused of faking it. Henderson said the date of the most recent occurrence was  
Easter (April 20, 2025), so within the 180-day window. Bakalars asked about  
clarification about misused funds. Tyler Stapleton represented APTIV. He provided  
bank and representative payee service statements. They have to report to the Social  
Security Administration (SSA). He shared manuals laying out Social Security  
payments. This is the first accusation of misuse of funds in Stapleton's 5 and 1/2  
years with APTIV. SSA granted Henderson's request to be her own representative  
payee. Northwood asked about what Henderson meant when she checked "proof of  
income" in the discrimination complaint. Paquette asked about employee Henderson  
worked directly with. Henderson claims APTIV did not deposit her disability payments,  
and she hasn't paid her cable bill.  
Xiong motioned to enter closed session, Northwood seconded. The motion  
carried by acclamation.  
The commission reconvened in open session.  
Northwood motioned that the complaint alleges sufficient facts that if true,  
relief could be granted, Paquette seconded. The motion carried by a voice  
vote.  
Adjournment  
Bakalars adjourned the meeting at 6:47 PM.
