Mindel called the meeting to order at 4:02 p.m.

A motion was made by Meehan, seconded by Hanna, that the Minutes be  
APPROVED. The motion carried by a voice vote.  
Notices and Discussion  
Leslie Brandt notified the committee about Bolton & Menk's progress on the zoning  
code review memo. Brandt will be presenting the final draft in May. Staff notified the  
committee that the Great Plains Institute's Charging Smart funding for technical  
assistance has been restored. US Solar has submitted proposals to Xcel Energy for  
solar farms and once those are decided the committee can get an update on a  
potential power purchase agreement. Heneghan shared about Housing Week, May  
3-9. Meehan reminded the committee of Earth Fair on 4/29 at Myrick Park and Green  
Goose Chase Kickoff at that Pump House on 4/17 from 4-6 p.m.

Request for funding of portable bicycle & pedestrian counters - Jenna Dinkel

Attachments:  
Jenna Dinkel and Sami Meyers presented their request and its relevance to the  
Climate Action Plan. Lenard asked what grants we would be able to apply for with this  
data; Dinkel gave the example of need for baseline data for Transportation Alternative  
Programs where she received about $600,000 for the Avon St. Greenway. Meehan got  
clarification that this is a one-time request. Dinkel and Meyers addressed Hanna's  
concerns about vandalism and counter ruggedness. One goal would be to have  
counts be publicly accessible. Dinkel and Meyers may return if matching funds from  
the County are not secured.  
A motion was made by Lenard, seconded by Hanna, that this Request be  
APPROVED . The motion carried by voice vote.  
Energy Saving Performance Contract Phase 3, Year 2 Measurement &  
Verification Report - Doug Carlson

Attachments:  
Doug Carlson did a presentation. Staff gave an overview of phase 4. Mindel requested  
more information on savings from salt chlorination system at Erickson Pool. Phase 4  
extended the term of the performance contract, so there are a few more years to do  
projects. Carlson explained how performance contracts are funded.

Grant Services Update and Request to Pursue Energy Innovation Grant  
Program  
Attachments:  
Staff provided an update. Mayor Shaundel requested nomination of projects Mayors'  
Climate Protection Awards. Staff submitted two. The Energy Innovation Grant  
Program opened in April and goes through June 30. Staff requested support for  
pursuing the implementation of a microgrid for the Main Library, which was one building  
included in the EIGP-funded microgrid feasibility study.  
A motion was made by Heneghan, seconded by Fortin, that this Request be  
APPROVED . The motion carried by voice vote.  
Climate Action Communication Plan Update

Attachments:  
Staff talked about the newsletter and legislative challenges for the Knowles-Nelson  
Stewardship Program. Staff will have BINGO cards about the climate action  
communications plan. Heneghan made some suggestions on how to better  
communicate the communication plan to the public. Mindel asked about a submission  
portal and making it easier to sign up for the newsletter. Cathy asked about promoting  
other groups' activities.

Mindel adjourned the meeting at 5:22 p.m.
