The meeting was called to order at 6:01pm.

Approval of the December 15, 2023 Special Meeting Minutes.

Laura Godden moved to approve the minutes. Mackenzie Mindel seconded.  
The motion passed 4-0 by voice vote.  
Agenda Items:  
Annual Code of Ethics Policy Review.

CM Mindel asked for a vote from the Commission that they have read the Code  
of Ethics. All the Commissioners voted yes.  
Review of a Certificate of Appropriateness for the property located at  
217-221 3rd Street S. (Downtown District)

Staff provided an overview of the project and their recommendation. David Riel  
moved to open a public hearing. Laura Godden seconded. The motion passed  
4-0 by voice vote. Marcus Zettler, architect of the project, provided additional  
project details. David Riel asked if he was working from historic photos.  
Marcus stated that he could not find an early one. Laura Godden moved to  
close the public hearing. Mackenzie Mindel seconded. The motion passed 4-0  
by voice vote.  
Commissioner Jennifer Morris joined the meeting.  
David Riel moved to approve. Laura Godden seconded. The motion passed 5-0  
by voice vote.  
Review of a Certificate of Appropriateness for Demolition for the property  
located at 1003 King Street. (10th & Cass District)

Staff provided an overview of the project and their recommendation. While it is  
significant to early detached garages it is not original to the house as a  
carriage house once existing at this location. Mackenzie Mindel moved to open  
a public hearing. Laura Godden seconded. The motion passed 5-0 by voice  
vote. Karl Green, owner of the property provided additional project details. CM  
Mindel asked the owner if they have found any photos of the original carriage  
house. Karl stated that he had not but has photos of the house. CM Mindel  
suggested he look at the Main Public and Murphy Libraries to see if they have  
any. David Riel moved to close the public hearing. Laura Godden seconded.  
The motion passed 5-0 by voice vote. Laura Godden moved to approve.  
Jennifer Morris seconded. The motion passed 5-0 by voice vote.  
Review of a Certificate of Appropriateness for the property located at 928  
King Street. (10th & Cass District)

Staff provided an overview of the project and their recommendation. Laura  
Godden moved to open a public hearing. Monica Gorski seconded. The motion  
passed 5-0 by voice vote. Kodor Baalbaki, owner of the property, provided  
additional project details. The Commission expressed their gratitude for the  
work and investment into the house. Laura Godden moved to close the public  
hearing. Mackenzie Mindel moved to close the public hearing. The motion  
passed 5-0 by voice vote. Laura Godden moved to approve. Monica Gorski  
seconded. The motion passed 5-0 by voice vote.  
Review of Heritage Preservation related 2024-2029 Capital Improvement  
Program Budget requests.

Staff reminded the Commission that all requests need to be submitted into the  
process by February 15th and that they are approved or recommended by a  
City Committee or Commission. Ariel Beaujot provided a presentation on  
establishing the Hear, Here Program on the north side of La Crosse. Ariel is  
requesting funding assistance through the Capital Budget in 2024 for one-time,  
initial project costs. CM Mindel asked how the program has been funded in the  
past. Ariel stated that it has Been funded through 30+ various other State and  
local grants, as well as City funding. David Riel moved to close the public  
hearing. Mackenzie Mindel seconded. The motion passed 5-0 by voice vote.  
David Riel and Monica Gorski stated this project would be a great addition to  
the north side. Jennifer Morris also agreed. Laura Godden moved to have staff  
input this item into the 2024-2029 CIP process. David RIel seconded. The  
motion passed 5-0. CM Mindel asked about funding a grant program for  
maintaining historic structures, not necessarily designated landmarks. Staff  
stated that the CIP process could fund a grant program for this purpose, but  
would want to have many of the grant program details put together before  
making a request. No other items were brought before the Commission.  
Discussion and possible action on an amendment to the Historic  
Landmark Nomination Form.

Staff provided an update to this project. Staff needs to continue working with  
David RIel on the final version of this project. Staff will bring this item back to  
the February meeting.  
Discussion on 2024 Most Endangered Buildings List.

Staff expressed their desire to remove Fire Station #4 from the list as it has be  
designated and supported by the Mayor. If the Commission is looking be  
consistent with their process they would be looking to only add 1 additional  
property. David Riel and Laura Godden agreed. The list was made public in  
May of 2022. This item will be further discussed at the March meeting in order  
for the Commission to identify properties and bring back for discussion.  
Lost La Crosse Project Update

Staff and David Riel provided an update to the project. Staff has several items  
to look into and bring back to the Commission.
