Mayor Shaundel called the meeting to order.

Approval of Minutes
Unanimous consent to approve the minutes of June 24, 2025.
Agenda Items:
2027 Operating Budget.
Recap of discussion:
Preliminary estimate provided to the Budget Parameter Committee shows a fully
funded budget with true costs to operate the city. Several revenues are still fluid
numbers are many revenues dollars are not yet known.
Directive from the committee was to present three budgets: one that meets
Expenditure Restraint Program (ERP), one that meets ERP with a 3% increase, and
one that meets ERP with no increase.
The committee suggested the following:
Provide detail of what cuts may be needed and what services are affected.
Use of some fund balance but to maintain a healthy fund balance.
Keep all Police/Fire positions budgeted.
Kahlow moved to approve the draft Board of Estimates schedule; second by
Sleznikow.
Janssen moved to hold a separate Board of Estimate meeting at 6p between the
September and October sessions for additional public input before final decisions are
recommended, seconded by Goggin; carried unanimously.
Janssen moved to amend the October meetings to 4:00p, second by Newberry; carried
unanimously.
By unanimous vote, the schedule was approved as amended.
