The meeting was called to order by the Working Group Chair, Larry Sleznikow at 12:06

Approval of Minutes  
A motion was made by Goggin, seconded by Weston, to APPROVE the minutes  
of the November 12, 2025, 12:00 p.m. meeting. The motion was unanimously  
approved.

Proposed City Administrator position.

• City administrator related Q&A with City Attorney Stephen Matty (tentative depending  
on Attorney Matty’s availability)  
Attorney Matty was able to attend the meeting. He answered working group member  
questions related to the charter ordinance coming before the Common Council again  
during the February council cycle.  
• Discussion of potential hiring process for proposed city administrator with Director  
of Human Resources Rebecca Franzen  
Director of Human Resources Franzen provided an overview of possible search,  
screen, and interview options for candidates should the charter ordinance be approved  
and the hiring process were to begin for a city administrator.  
• Proposed city administrator survey data review  
CM Weston created a document with a closer evaluation of the proposed city  
administrator online survey and provided that for review.  
• Updates from working group members  
All of the Frequently Asked Questions (FAQ) and answers gathered during the public  
engagement sessions are now on the City website.  
• Preparation for December 11th CAWG meeting prior to the Common Council meeting  
There will be a short introduction and overview of the work of the City Administrator  
Working Group up to this time and the results of the online survey. City Attorney Matty,  
Director of HR Franzen, Director of Finance Hawkins, and Daniel Foth with  
UW-Madison Extension will be present to answer council member questions.  
• Determine upcoming meeting dates  
The working group will determine if any further meetings are necessary after the  
December 11th meeting.
