Resolution and report of the Board of Public Works on the costs of operating  
and maintaining the parking system in downtown La Crosse.  
A motion was made by Schwarz, seconded by Janssen, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Yes:  
Resolution authorizing the City of La Crosse to enter into a Client Agreement  
with Studio GWA for the preparation of the Downtown La Crosse River Area  
Inventory and Redevelopment Plan.  
A motion was made by Schwarz, seconded by Neumann, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Resolution allocating funds for Title VI and Community Participation Plans  
A motion was made by Neumann, seconded by Janssen, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Yes:  
Resolution approving a reorganization to the table of positions and  
classifications for the Streets department.  
A motion was made by Janssen, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Yes:  
Resolution approving an appropriation of the City’s ARPA monies to go to the  
North La Crosse Business Association (NLBA).  
A motion was made by Goggin, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED.  
A motion was made by Janssen, seconded by Schwarz, that the Resolution be  
AMENDED AS PROPOSED (decrease in dollar amount from $35,000 to $29,000).  
A motion was made by Janssen, seconded by Schwarz, to OPEN Public  
Hearing. The motion carried unanimously.

Unanimous consent to CLOSE Public Hearing.  
A motion was made by Goggin, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
8/8/2024. The motion carried by the following vote:

Resolution approving a memorandum of understanding between the City of La  
Crosse and the La Crosse Professional Police Non-Supervisors Association.  
A motion was made by Janssen, seconded by Goggin, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Yes:  
Resolution declaring certain property at 626 Monitor St. (parcel #17-10294-31)  
as surplus property.  
A motion was made by Goggin, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Yes:  
Resolution authorizing 2024 Action Plan and funding allocation in connection  
with CDBG and HOME programs.  
A motion was made by Janssen, seconded by Schwarz, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion carried by the following vote:

Resolution approving the 2025-2029 Capital Improvement Program Budget  
A motion was made by Sleznikow, seconded by Neumann, to OPEN Public  
Hearing. The motion carried unanimously.  
The following spoke: Anthony Burand, Al Johnson, Dale Kusmitch, Troy  
Nedegaard, Teri Daley-Mack, Fred Nicklaus, and Benita Socha.  
A motion was made by Neumann, seconded by Goggin, to CLOSE Public  
Hearing. The motion carried unanimously.  
A motion was made by Janssen, seconded by Goggin, that the Resolution be  
RECOMMENDED TO BE ADOPTED.  
A motion was made by Goggin, seconded by Janssen, that the Resolution be  
AMENDED remove #936 and #937.  
The motion carried on a vote of 4 to 2 (No - Sleznikow, Schwarz).  
A motion was made by Janssen, seconded by Goggin, that the Resolution be  
RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
8/8/2024. The motion carried by the following vote:
