Council President Kahlow called the meeting to order at 6:22 p.m. The meeting was  
delayed due to technical difficulties. The meeting was relocated to the Miller Room  
adjacent to the Council Chambers to accommodate virtual attendance; the meeting  
was not available via livestream.
