A motion was made by Schwarz, seconded by Neumann, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Yes:  
Employee Handbook Annual Review for 2024. F&P item only, unless  
otherwise directed.  
A motion was made by Janssen, seconded by Neumann, that the Review be  
APPROVED.  
A motion was made by Happel to AMEND (for introductory period to stay at two  
years). Motion failed for lack of second.

Resolution approving a Fourth Amendment to the Airport Fixed Base  
Operator’s Lease and Operating Agreement between TDM, Inc., D/B/A  
Colgan Air Services and the City of La Crosse.  
A motion was made by Neumann, seconded by Janssen, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Yes:  
Resolution authorizing the Mayor and City Clerk to sign State/Municipal  
Financial Agreement for the Citywide Traffic Implementation utilizing the  
Signal and ITS Standalone Program to replace Pedestrian Signal heads at 34  
intersections (ID# 3700-10-60).  
A motion was made by Neumann, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Resolution creating and appropriating funds for Capital Improvement design  
for the Losey Boulevard HSIP projects.  
A motion was made by Goggin, seconded by Sleznikow, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Resolution authorizing the Mayor and City Clerk to sign State/Municipal  
Financial Agreements for two Highway Safety Improvement Projects along  
Losey Boulevard (ID# 5991-07-80/81 & 5991-07-82/83).  
A motion was made by Janssen, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Resolution approving a reorganization to the table of positions and  
classifications within the La Crosse Regional Airport  
A motion was made by Neumann, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Yes:  
Resolution authorizing the City of La Crosse to submit an application to  
Wisconsin Economic Development Corporation (WEDC) for the Idle Sites  
Redevelopment (ISR) Grant Program for the West Channel at Barron Island  
development.  
A motion was made by Janssen, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/2024. The  
motion carried by the following vote:

Yes:  
Resolution approving a 3-year contract with Coulee Region Humane Society  
for animal impoundment.  
A motion was made by Schwarz, seconded by Janssen, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 1/11/0204. The  
motion carried by the following vote:
