RESOLUTION APPROVING THE SAME to the Common Council on 8/8/2024.

AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances  
of the City of La Crosse by transferring certain property from the Washburn  
Residential Neighborhood District to the Traditional Neighborhood District -  
Specific allowing for continued use of the property as a professional office  
space at 212 11th Street South.  
A motion was made by Kahlow, seconded by Dickinson to OPEN public  
hearing; the motion carried unanimously.  
The following spoke: Hetti Brown, Michelle Elliott, Laurie Logan, Aron  
Newberry, Kim Cable, Lisa Middleton, Heidi Svee, Andrew Elliott, Daryll Jury,  
Sue Ernster, Mike Garvey, Tricia Johnson, and Karl Green.  
Unanimous consent to extend public hearing.  
The following spoke: Kim Hawthorne, Roseanne Northwood, and Eric  
Bishofsky.  
A motion was made by Trost, seconded by Dickinson, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024.  
A motion was made by Kahlow, seconded by Mindel to AMEND AS PROPOSED  
(Woodard Amendment regarding restrictive covenant); the motion failed on a  
vote of 1 yes (Kahlow), three noes (Trost, Kiel, Dickinson), and one abstention  
(Mindel).  
The RECOMMENDATION TO ADOPT carried by the following vote:

AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances  
of the City of La Crosse by transferring certain property from the Local  
Business and Commercial Districts to the Traditional Neighborhood District -  
General, allowing for the combination of parcels and construction of  
commercial and residential mixed-use buildings at 1822 State Road 16 and  
adjacent parcels at State Road 16.  
A motion was made by Trost, seconded by Dickinson, that the Ordinance be  
RECOMMENDED TO BE RE-REFERRED for 90 days. The motion carried by the

A motion was made by Kiel, seconded by Dickinson to CLOSE public hearing;

Ordinances of the City of La Crosse regarding camping on City-owned  
property.  
A motion was made by Kiel, seconded by Dickinson to OPEN public hearing;

A motion was made by Kahlow, seconded by Kiel to CLOSE public hearing; the  
motion carried unanimously.  
A motion was made that the Report on Options for Interim Overnight Shelter be  
REFERRED to a Special Council meeting on 8/8/2024; the motion carried  
unanimously.  
A motion was made by Kahlow, seconded by Mindel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 8/8/2024. The  
motion failed by the following vote:
