Excused:
Approval of Minutes from the July 9th, 2024 meeting.
A motion was made by Young, seconded by Fennie that the minutes be
approved. The motion was carried unanimously by voice vote.
Agenda Items:
Discussion on electric scooters.
1.
Staff provided an overview of the attached spreadsheet. Staff stated that
overall there seemed to be mixed reviews on electric scooter share in other
communities. The biggest success rate seemed to be in communities with an
attentive local fleet manager.
CM Sleznikow stated that he had a conversation with Legal and they are going
to look into it. The Committee is going to wait to get further information from
Legal.
Discussion on priority projects and implementation of the 2024 Bicycle and
Pedestrian Master Plan.
2.
CM Sleznikow asked Committee Members to bring forward ideas for future
capital budget processes or grant opportunities. Sward stated that if bike/ped
projects get brought forward that means a different project from Public Works
will be taken away or pushed off. Young asked how the Committee can work
with Engineering to coordinate street reconstruction with priority projects.
Young stated it would be helpful for the Green Complete Streets review to go
further out than one year.
CM Sleznikow suggested forming a subcommittee to discuss and bring back
priority projects to the full committee. CM Sleznikow, James Longhurst, Cathy
Van Maren, and Erin Duffer volunteered to be a part of the subcommittee.
Discussion on Week without Driving and event ideas.
3.
Cathy Van Maren provided an overview on Week without Driving. The Week
without Driving (WWD) will be September 30-October 6 and is a national effort
to draw attention to transportation challenges faced by non-drivers. The
Bicycle and Pedestrian Advisory Committee was invited to co-sponsor the
event. The Committee discussed possible opportunities for events.
Young motioned for the Committee to co-sponsor the Week without Driving.
Fennie Seconded. The motion carried unanimously by voice vote.
Updates (Bike Rodeo, Bike Friendly Community, Committee Member
updates, etc.).
4.
Staff provided information regarding the city-wide Bike Rodeo on September
19th from 4:30 to 6:30 pm. The event will be held at Copeland Park in the
Oktoberfest Pavilion. Staff is still looking for volunteers and stated the event
will include helmet fittings, bike registration, and bike skills for elementary
aged kids.
Staff also stated that they applied to renew the city's Bike Friendly Community
status at the end of June. As part of that process the League of American
Cyclists is asking community members to fill out the survey about what it is like
to bike in La Crosse. This survey will remain open until October 15th.
Call for future agenda items.
5.
