Meeting called to order by Committee Chair Attorney Matty at 3:31 p.m.

Minutes for June 13th, 2025 committee meeting approved by unanimous  
consent.  
Agenda Items:  
Vote on committee chair/co-chair  
The committee approved by unanimous consent the appointment of Attorney  
Stephen Matty as Chair and Councilmember Erin Goggin as Vice Chair of the  
Employee Benefit Trust Fund Committee.  
Committee Education Provided by USI  
Sr. Vice President, Wisconsin EB Practice Leader RaeAnne Beaudry provided  
the committee with a brief educational session on the following topics related  
to the Employee Benefit Trust Fund: (1) why the City has elected to be  
self-funded for medical insurance, (2) use of the trust fund dollars, (3) review of  
medical experience report for January - May 2025 and (4) early projections for  
2026.  
No motion was made during this item. The committee agreed to meet again in  
August ahead of the Board of Estimates meeting to see data for June and July  
2025, review updated projections for 2026 and make a recommendation to the  
Board of Estimates at that time.  
Review responses from RFP for medical benefit plan consultant for 2026  
The Human Resources team received five responses to the request for proposal  
(RFP) that was due mid-July. The City received responses from: (1) USI, (2) The  
Insurance Center, (3) McClone, (4) Gallagher, and (5) HUB International.  
The committee discussed the responses and a motion was made by C. Hawkins  
and seconded by E. Goggin to interview USI and The Insurance Center.  
Discuss potential interview questions for RFP respondents  
Director Franzen provided the committee with the potential interview  
questions for the finalists and requested they review and provided feedback by  
July 18th, 2025.
