Mayor Shaundel called the meeting to order at 10:00AM.

Approval of Minutes  
A motion was made by Gallager, seconded by Dickinson, to APPROVE the  
minutes from January 20, 2026. The motion carried unanimously.  
Agenda Items:  
Request of La Crosse Farmers Market Association to close Pearl St (between  
2nd and 4th) every Friday 2PM-9PM, May to October 2026, for the Pearl Street  
Market.  
Sadee Linero was called to speak.  
A motion was made by Trane, seconded by Goggin, to APPROVE with the  
condition of La Crosse Farmers Market Association to continue working on  
details with City Staff about emergency vehicle access, additional safety  
needs, street and alley closures, and a solution for trash. The motion carried by  
the following vote:

Yes:  
Construction Contract Change Orders.  
A motion was made by Gallager, seconded by Dickinson, to APPROVE. The  
motion carried by the following vote:

2025-2027 Green Complete Streets Reporting.  
A motion was made by Gallager, seconded by Dickinson, to APPROVE. The  
motion carried by the following vote:

Yes:  
Dale Berg Street Privilege Permit request for sign in right-of-way at 121 4th  
Street South.  
A motion was made by Gallager, seconded by Goggin, to REFER to the Board  
of Public Works meeting on February 2, 2026. The motion carried by the  
following vote:  
5 - Trane, Goggin, Gallager, Washington-Spivey,Dickinson  
Yes:  
Miles Wilkins Street Privilege Permit request for sign on building hanging over  
the sidewalk.  
A motion was made by Trane, seconded by Gallager, to APPROVE. The motion
