Mindel called the meeting to order at 4:32 pm.

Lenard motioned to approve the minutes, Ericson seconded. The motion  
carried by a voice vote.  
Notices and Discussion  
Cathy Van Maren shared events for the week around Transit Equity Day on February  
4th.  
Agenda Items:  
Discussion and Action on Drift Cycle Sponsorship.

Attachments:  
Ericson gave a presentation on DriftCycle's use in the last year. The request is to  
make up for sponsorship cut from the City's budget, $10,000. Lenard asked if ADRC  
received subsidized passes. Meehan asked if the sponsorship would be ongoing and  
how much is left in the 2023 budget; it would just be one time and there is about  
$50,000 in the budget.  
Van Maren suggested DriftCycle be connected to MTU. MTU is a big supporter and  
they are looking into connecting apps.  
A motion was made by Lenard, seconded by Heneghan, that this Request be  
APPROVED . The motion carried by voice vote. Ericson abstained.  
Funding Request for Renew the Block

Attachments:  
Heneghan presented an overview of the project and different funding levels.  
Committee members asked for clarification on whether the program would use Xcel  
Energy's Solar*Connect or Renewable*Connect programs. Lenard asked if donors had  
specific projects they were funding. Heneghan said they need the most help with rain  
garden funding.  
A motion was made by Lenard, seconded by Ericson, that this Request be  
REFERRED to the Climate Action Plan Steering Committee, due back by  
2/12/2024. The motion carried by voice vote.  
Capital Budget Proposal Follow Up

Staff will continue to review proposals. The 2024 CAP Implementation Budget could  
be used for smaller requests.  
Working Group Updates

Outreach & Engagement Update  
Staff provided update on Bright Action outreach to Viterbo University and Sustainability  
Institute. Staff also provided update about small business workshop. Van Maren  
suggested outreach to Earth Fair. Meehan is part of the Sustainability Institute that  
organizes Earth Fair. Kaitlin Wiehe suggested creating a social media presence.  
Discussion on Submission for Awards for Excellence in Sustainability

Attachments:  
Staff intends to fill out a nomination for the City's Climate Action Plan and asked for  
assistance. The deadline is February 5th.  
Next Meeting / Agenda Items  
The next meeting will be 2/12 @ 4:30 pm. Agenda items may include the Code of  
Ethics, Renew the Block, stormwater tax credits, and working group direction.

Mindel adjourned the meeting at 5:41 pm.
