Application of Adam Kressel for a Beverage Operator's License and appeal of
denial by the Police Department.

A motion was made by Kahlow, seconded by Mindel to convene in CLOSED
SESSION pursuant to Wis. Stats. sec. 19.85(1)(a) to deliberate it's decision. The
motion carried unanimously by roll call vote (4-0, Neumeister - recused,
Woodard - absent).
A motion was made by Kahlow, seconded by Mindel to reconvene in OPEN
SESSION; the motion carried unanimously by roll call vote (5-0, Neumeister -
recused).
A motion was made by Trost, seconded by Richmond, to deny the appeal of
Adam Kressel due to the following reasons: pursuant to Wis. Stats 125.04(5)(a)
(1) the applicant does not qualify to hold a beverage operator's license due to
past arrest and conviction record, and it is not in the best interests of the City to
grant said license. The motion carried by the following vote:
