Call to Order  
Mayor Washington-Spivey called the meeting to order at 3:06 pm.

Approval of Minutes  
A motion was made by Dickinson, seconded by Lee that the minutes be  
approved. The motion carried by voice vote.  
Agenda Items:  
Annual Code of Ethics Policy Review.

All committee members have reviewed and accepted.  
2026 CDBG Public Service Presentations and Possible Action  
(Note: The Committee and/or Council may convene in closed session pursuant to Wis.  
Stats. sec. 19.85(1)(a) to deliberate its decision. Following any closed session, the  
Committees and/or Council may reconvene in open session.)  
Attachments:  
Rohrer recused during this item. After HOME-ARP Presentations a motion was  
made by Lee, seconded by Goggin to go into closed session. The motion  
carried by voice vote. A unanimous consent vote was taken to return to open  
session. A motion was made by Lee and seconded by Markussen to award the  
funding as follows: Full amount requested to La Crosse County; Schuh-Mullen  
Project, 20% of remaining balance to Catholic Charities of the Diocese of La  
Crosse, Inc. and The Salvation Army of La Crosse; remaining 27% divided  
evenly amongst Cia Siab Inc., Family & Children's Center and New Horizons.  
Motion carried by voice vote.  
HOME-ARP Proposal Presentations

A motion was made by Lee, seconded by Dickinson, that this item be  
approved. The motion carried by voice vote.  
Housing Rehabilitation Program Subordination Request  
(Note: The Committee and/or Council may convene in closed session pursuant to Wis.

Committees and/or Council may reconvene in open session.)

A motion was made by Goggin, seconded by Lee, that this subordination  
request be denied. The motion carried by voice vote.
