CM Sleznikow asked if everyone read and approved of the Annual Code of
Ethics Policy by a show of hands. Everyone in attendance indicated they
agreed to the Code of Ethics Policy.
Update on Wagon Wheel Trail Project.

Staff stated the Wagon Wheel Trail project funding for this year was approved
in the last Common Council meeting. Staff said they are going to enter into a
contract with SEH to coordinate design and environmental studies. Staff stated
they are still working on applying for grants and extra funding to cover
additional design and construction costs outside of what they received and are
matching through the Transportation Alternatives Program Grant.
Update on 2024-2029 Capital Improvement Program Budget requests.

Staff stated they entered in two projects that were related to the Bicycle and
Pedestrian Advisory Committee. Staff said they entered in a request for the
Wagon Wheel Trail and signage for Route 1 from Riverside Park to Goose
Island Park. Randi Pueschner asked if the route ended up changing between
now and the time funds were dispersed if the funds were locked in to this
specific route only. Staff said this would be a question for La Crosse Area
Planning Committee whether the goal of signing this route is able to be
changed. Staff stated the funding would not necessarily be locked into this
particular route.

Review submitted Request for Proposals for the Bicycle and Pedestrian Master Plan update.
(Note: The Committee and/or Council may convene in closed session pursuant to Wis. Stat.
19.85(1)(e) to formulate & update negotiation strategies and parameters. Following such
closed session, the Committees and/or Council may reconvene in open session.)
A motion was made by Randi Pueschner, seconded by Jeff Fennie to go into
closed session. The motion carried 5-0 by voice vote.

The meeting was adjourned in closed session at 9:30 am.
