Approval of Minutes  
A motion was made by Happel, seconded by Janssen, to APPROVE the minutes  
of June 27, 2023 with a revision reflecting Council Member Neumann's  
presence. The motion carried unanimously.  
Agenda Items:  
2025 Operating Budget Discussion.

A motion was made by Happel, seconded by Janssen, to direct and authorize  
the Mayor and staff to develop a 2025 operating budget, at least two: one  
reflecting no increase in mill rate and one that may raise mill rate. The motion  
carried by the following vote:

1 - Reynolds

A motion was made by Janssen, seconded by Happel, to approve the  
recommended meeting dates for Board of Estimates with the September 5
