The meeting was called to order at 4:00 pm.

Approval of Minutes from the September 2nd, 2025 meeting.  
A motion was made by Yager, seconded by Cherf, to APPROVE these minutes.  
The motion carried by voice vote.  
Agenda Items:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Washburn  
Residential District to the to the Special Residence District, allowing for a  
triplex at 107-109 9th St S.

A motion was made by Sciammas, seconded by Cherf, that this Ordinance be  
RECOMMENDED TO BE ADOPTED to the Judiciary & Administration Committee.  
The motion carried by voice vote.  
Resolution adopting the Downtown La Crosse River Area Inventory and  
Redevelopment Plan.

Chair Trost asked for unanimous consent to move to a public hearing,  
unanimous consent granted.

A motion was made by Stine, seconded by Yager, that this Resolution be  
REFERRED without recommendation to the Judiciary & Administration  
Committee. The motion carried 5-2 by voice vote. Gallagher, Yager voting no.

Staff provided an update. No action taken.
