Call to Order  
Mayor Washington-Spivey called the meeting to order at 3:05 pm.  
Roll Call

Present:  
Approval of Minutes  
A motion was made by Dickinson, seconded by Markussen that the minutes be  
approved. The motion carried on voice vote.  
Agenda Items:  
Action on Approval to Purchase 622 Avon St, La Crosse WI 54603  
Attachments:  
A motion was made by Lee, seconded by Goggin, that this item be approved .  
The motion carried by voice vote.  
Overview and Update from the Coulee Region Business Center (CRBC)  
Resolution approving First Amendment to development agreements with  
The Chalmers, LLC, a multi-family housing development located at 215 Pine  
Street and 401 3rd Street North.  
Attachments:  
A motion was made by Goggin, seconded by Dickinson, that this Resolution be  
adopted. The motion carried by voice vote.  
Consideration and Possible Action on HOME ARP  
(Note: The Committee and/or Common Council may convene in closed session  
pursuant to Wis. Stats. sec. 19.85(1)(e) to consider the investing of public funds, or  
conducting other specified public business, whenever competitive or bargaining  
reasons require a closed session. Following any closed session, the Committee  
and/or Council may reconvene in open session.)  
Attachments:  
A motion was made by Goggin and seconded by Lee to go into closed session  
for this item. The motion carried by voice vote.  
A motion was made by Goggin, seconded by Miller, to approve the HOME ARP  
Development funds be split evenly between Cinnaire and Heritage Lofts,  
contingent on LIHTC awards. The motion carried by voice vote 6 to 1, with Lee  
opposing.  
A motion was made by Dickinson and seconded by Goggin that the HOME ARP  
Supportive funds be split as follows:  
$102,745 each to Karuna and La Crosse County and $125,000 to Cinnaire  
contingent on the LIHTC award and if not received then this amount goes to La  
Crosse County. The motion carried by a voice vote.  
Adjournment  
Mayor Washington-Spivey adjourned at 4:32 pm in closed session.
