Approval of Minutes from the June 12, 2023 meeting.  
James Cherf moved to approve the minutes. Chris Kahlow seconded. The  
motion passed 8-0 by voice vote.  
Agenda Items:  
Amended Resolution authorizing a partial vacation of Campbell Road between  
24th Street and La Crosse Street.

James Cherf moved to approve with the two conditions stated in the  
Resolution. Elaine Yager seconded. The motion passed 8-0 by voice vote.  
Resolution approving Application of Paragon Square LLC for a Conditional  
Use Permit at 412 Main Street allowing permission to apply for a Combination  
"Class B" Beer & Liquor License.

Chirs Kahlow moved to approve. Elaine Yager seconded. The motion passed  
8-0 by voice vote.  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Local Business  
District to the Multiple Dwelling District allowing for construction of a new  
tri-plex at 1003 Caledonia St.  
Chris Kahlow moved to open a public hearing. James Cherf seconded. The  
motion passed by voice vote 8-0.  
Members of the public spoke.  
James Cherf moved to close the public hearing. Chris Kahlow seconded. The  
motion passed by voice vote 8-0.  
James Cherf moved to approve. Jennifer Trost seconded. The motion passed  
8-0.  
Approval of the 2024-2028 Capital Improvement Project Budget.

No amendments to the budget were proposed.  
Chris Kahlow moved to approve. Matt Gallager seconded. The motion passed  
6-2 by voice vote. Trost,Yager voting no.  
Comprehensive Plan Update
