Chair Happel called the meeting to order at 6:00 p.m.

A motion was made by Neumann, seconded by Schwarz to APPROVE.  
A motion was made by Janssen, seconded by Kiel to OPEN public hearing; the  
motion carried unanimously by voice vote.  
A motion was made by Janssen, seconded by Kiel to extend public hearing;  
the motion carried unanimously by voice vote.

A motion was made by Schwarz, seconded by Sleznikow to CLOSE public  
hearing; the motion carried unanimously by voice vote.  
A motion was made by Neumann, seconded by Janssen, that the Resolution be  
REFERRED WITH NO RECOMMENDATION to the Common Council on 1/12/2023.  
The motion carried by the following vote:

Resolution approving a revised Tax Increment Financing policy.  
A motion was made by Kiel, seconded by Sleznikow, to OPEN public hearing;  
the motion carried unanimously by voice vote.

RECOMMENDED TO BE ADOPTED to the Common Council on 1/12/2023. The

Resolution incorporating American Rescue Plan Act (ARPA) funding as a  
grant to the Affordable Housing Revolving Loan policy.  
A motion was made by Janssen, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/12/2023. The  
motion carried by the following vote:

Resolution approving American Rescue Plan Act (ARPA) funding to support  
Replacement Housing Program for 2023.  
A motion was made by Schwarz, seconded by Kiel, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 1/12/2023. The  
motion carried by the following vote:

Yes:  
Resolution authorizing submission of an application to Wisconsin Economic  
Development Corporation (WEDC) for the Vibrant Spaces Grant Program.  
A motion was made by Neumann, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/12/2023. The  
motion carried by the following vote:

Yes:  
Resolution approving a Wisconsin Department of Transportation -  
Transportation Alternatives Program State/Municipal Grant Agreement to  
construct the Wagon Wheel Trail.  
A motion was made by Neumann, seconded by Sleznikow, to AMEND AS  
PROPOSED; the motion carried unanimously by voice vote.  
A motion was made by Sleznikow, seconded by Neumann, that the Resolution  
be RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
1/12/2023. The motion carried by the following vote:

Yes:  
Resolution creating project and appropriating funds for Capital Improvement  
project in the 800 block of Sill Street.  
A motion was made by Sleznikow, seconded by Janssen, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 1/12/2023. The  
motion carried by the following vote:
