AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Single Family  
Residence to the Residence District allowing for the existing dwelling to be  
used as a duplex at 3019 Ward Avenue.  
A motion was made by Neumeister, seconded by Trost, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 4/13/2023. The  
motion carried by the following vote:

Yes:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Washburn  
Residential Neighborhood District to the Residence District allowing for the  
construction of twin homes at 1106-1108 King Street.  
A motion was made by Woodard, seconded by Hameister, that the Ordinance  
be RECOMMENDED TO BE ADOPTED to the Common Council on 4/13/2023. The  
motion carried by the following vote:

AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Single Family  
Residence District to the Residence District allowing for an addition to a  
duplex at 2529-2531 13th Place S.  
A motion was made by Neumeister, seconded by Hameister, that the  
Ordinance be RECOMMENDED TO BE ADOPTED to the Common Council on  
4/13/2023. The motion carried by the following vote:

Yes:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Multiple  
Dwelling District to the Traditional Neighborhood District-General allowing for  
a 12-unit multi-family residential building at 213 Rose Street.  
A motion was made by Kahlow, seconded by Trost, to OPEN public hearing.  
The motion carried unanimously.  
The following spoke: Kathy Walker, Duke Oertel, and Kevin Stanton.  
A motion was made by Mindel, seconded by Neumeister, to CLOSE public  
hearing. The motion carried by unanimously.  
A motion was made by Trost, seconded by Mindel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 4/13/2023. The  
motion failed by the following vote:

A motion was made by Neumeister, seconded by Kahlow, that the Application  
be RECOMMENDED RESOLUTION APPROVING THE SAME to the Common  
Council on 4/13/2023. The motion carried by the following vote:

Yes:  
Request of Hatchery, LLC for permission to apply for a Combination "Class B"  
Beer and Liquor license at 410 E Veterans Memorial Drive.  
A motion was made by Woodard, seconded by Neumeister, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 4/13/2023. The motion carried by the following vote:

Resolution authorizing the La Crosse Police Department to continue  
participation in the Wisconsin Emergency Management Law Enforcement

A motion was made by Kahlow, seconded by Neumeister, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 4/13/2023. The  
motion carried by the following vote:

A motion was made by Mindel, seconded by Neumeister, that the Resolution

Request of Householder Taverns LLC dba Bennett O'Riley's South La Crosse  
to amend premise description of Combination "Class B" Beer & Liquor  
License at 4329 Mormon Coulee Road to include a new beer garden.  
A motion was made by Woodard, seconded by Neumeister, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 4/13/2023. The motion carried by the following vote:

Various license applications pursuant to Chapters 4, 6, and/or 10 of the La  
Crosse Municipal Code for the remainder of license period 2022-2023 (April).  
A motion was made by Woodard, seconded by Hameister, that the Application  
be RECOMMENDED RESOLUTION APPROVING THE SAME to the Common  
Council on 4/13/2023. The motion carried by the following vote:

Request for waiver of the City requirement for a subdivision plat and  
allowance of the substitution of a Certified Survey Map (CSM) in its place at

Recommended to be Adopted.  
A motion was made by Woodard, seconded by Kahlow, to REFER WITH NO  
RECOMMENDATION to the Common Council on 4/13/2023. The motion carried
