Council President Kahlow called the meeting to order at 6:01 p.m.

Election of Officers  
Trost nominated Mindel for Chair; Woodard nominated himself. By secret  
ballot, Mindel was elected Chair on a vote of 6 to 1.  
Mindel nominated Woodard for Vice Chair; no other nominations were made.  
Woodard was elected by unanimous consent.  
Agenda Items:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Single Family  
Residence to the Residence District allowing for the existing dwelling to be  
used as a duplex at 3019 Ward Avenue.  
A motion was made by Woodard, seconded by Trost, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 5/11/2023. The  
motion carried by the following vote:

A motion was made by Kahlow, seconded by Hameister, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 5/11/2023. The motion carried by the following vote:

Resolution recreating Council Rules (Appendix B of the Municipal Code).  
A motion was made by Kahlow, seconded by Kiel, that the Resolution be

be RECOMMENDED RESOLUTION APPROVING THE SAME to the Common  
Council on 5/11/2023. The motion carried by the following vote:

Team to ten (10) members.

A motion was made by Woodard, seconded by Kahlow, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME (per conditions outlined  
in CPC Recommendation Report) to the Common Council on 5/11/2023. The  
motion carried by the following vote:

Application of Allan McCormick for a Conditional Use Permit at 455 Park Plaza  
Drive allowing for removal of structure and creation of green space for future

A motion was made by Woodard, seconded by Hameister, that the Application  
be RECOMMENDED RESOLUTION APPROVING THE SAME (per conditions  
outlined in CPC Recommendation Report) to the Common Council on  
5/11/2023. The motion carried by the following vote:

Application of Pump House Regional Arts Center, Inc. dba Pump House  
Regional Arts Center for an Expansion of Alcohol Beverage License for

A motion was made by Kahlow, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 5/11/2023. The motion carried by the following vote:

Request of Northern Grounds Properties LLC for an Exception to Minimum  
Height Standards allowing for a drive-thru coffee kiosk at 224 La Crosse  
Street.  
A motion was made by Hameister, seconded by Woodard, to OPEN public  
hearing; the motion carried unanimously.  
The following spoke in favor: Zach Mueller.  
A motion was made by Kahlow, seconded by Hameister, to CLOSE public  
heairng; the motion carried unanimously.  
A motion was made by Hameister, seconded by Woodard, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 5/11/2023. The motion failed by the following vote:
