AN ORDINANCE to create Article XIX and to make various changes in  
Chapter 115 of the Code of Ordinances for the City of La Crosse regarding  
short term rentals.  
A motion was made by Woodard, seconded by Kahlow, to OPEN public  
hearing; the motion carried unanimously.  
The following spoke: Maureen Freedland, Lenore Knudson, Joe Leinfelder,  
Nick Molzahn, and Rachael Mahairas.  
A motion was made by Kahlow, seconded by Woodard, to CLOSE public  
hearing; the motion carried unanimously.  
A motion was made by Woodard, seconded by Kahlow, that the Ordinance be  
RECOMMENDED TO BE RE-REFERRED 30 days to the December 2023 meetings  
(with direction that more detailed documentation from Cities around the State  
be provided and to allow more time for review by Council Members). The  
motion carried by the following vote:

AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Traditional  
Neighborhood District - General to the Single Family Residence District  
allowing for construction of a single family dwelling at 1402 6th St. S.  
A motion was made by Woodard, seconded by Kiel, to OPEN public hearing;  
the motion carried unanimously.

A motion was made by Kiel, seconded by Dickinson, to CLOSE public hearing;  
the motion carried unanimously.  
A motion was made by Trost, seconded by Dickinson, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

Yes:  
Application of Ironside Properties LLC for a Conditional Use Permit at 630  
Fishermans Rd, allowing for an additional 22 self-storage units.  
A motion was made by Kahlow, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 11/9/2023. The motion carried by the following vote:

Request of Marcus Cinemas of Wisconsin LLC for permission to apply for a  
Combination "Class B" Beer and Liquor license at 2032 Ward Ave. for the  
license year 2023-24.  
A motion was made by Woodard, seconded by Dickinson, to OPEN public  
hearing; the motion carried unanimously.

A motion was made by Woodard, seconded by Kiel, to CLOSE public hearing;  
the motion carried unanimously.  
A motion was made by Woodard, seconded by Kahlow, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 11/9/2023. The motion carried by the following vote:

AN ORDINANCE to amend and recreate various sections of Chapter 10,  
Article X of the Code of Ordinances of the City of La Crosse relating to  
Outdoor Food Stands and Mobile Food Units.  
A motion was made by Kahlow, seconded by Kiel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

AN ORDINANCE to repeal and recreate Chapter 10, Article XVI of the Code of  
Ordinances of the City of La Crosse relating to Mobile Sellers, Farmers  
Markets, and Trade Shows.  
A motion was made by Kiel, seconded by Kahlow, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

Various license applications pursuant to Chapters 4, 6, and/or 10 of the La  
Crosse Municipal Code for the license period 2023-2024 (November).  
A motion was made by Kahlow, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 11/9/2023. The motion carried by the following vote:
