Chair Happel called the meeting to order at 6:00 p.m.

A motion was made by Neumann, seconded by Sleznikow that the Resolution  
be RECOMMENDED TO BE ADOPTED.  
A motion was made by Sleznikow, seconded by Schwarz, that the Resolution  
be AMENDED to change the fee from $50 to $100. The motion carried on a vote  
of 5 - 0 (Janssen recused).  
A motion was made by Neumann, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
11/9/2023. The motion carried by the following vote:

Resolution committing to and accepting the Wisconsin Department of  
Transportation - Transportation Alternatives Program (TAP) Grant funding for

A motion was made by Goggin, seconded by Sleznikow, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

Resolution approving an amendment to an employee lease agreement  
between the City of La Crosse Fire Department and Gundersen Tri-State  
Ambulance.  
A motion was made by Janssen, seconded by Goggin, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

A motion was made by Schwarz, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The

Resolution approving $75,000 of American Rescue Plan Act (ARPA) funding  
for the Arts Board.  
A motion was made by Goggin, seconded by Neumann, to OPEN public  
hearing; the motion carried unanimously.

A motion was made by Neumann, seconded by Sleznikow, to CLOSE public  
hearing; the motion carried unanimously.

A motion was made by Sleznikow, seconded by Neumann, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

Resolution amending the 2023 Airport Operating Budget to purchase  
fluorine-free foam.  
A motion was made by Janssen, seconded by Sleznikow, that the Resolution

Resolution allocating a portion of ARPA uncommitted funds to the People’s  
Food Coop.  
A motion was made by Schwarz, seconded by Sleznikow, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion failed by the following vote:

A motion was made by Janssen, seconded by Schwarz, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/9/2023. The  
motion carried by the following vote:

A motion was made by Sleznikow, seconded by Janssen to CONVENE IN  
CLOSED SESSION pursuant to Wis. Stat. 19.85(1)(e) to formulate & update  
negotiation strategies and parameters. The motion carried unanimously.
